The Russian Federation’s decision to drop part of its proposal should smooth the path to a positive vote on the adoption of both sets of proposals by the Conference of State Parties to the Chemical Weapons Conventions next November.

According to the CWC's provisions, any weapon that exploits the toxicity of chemicals to intentionally kill of harm humans or animals is considered a chemical weapon.

It is worth clarifying the the CWC Schedules serve the purpose of supporting the Convention's verification regime and should not be interpreted as a list of all chemical warfare agents.
